Cybersecurity Is A Global Problem, So Where’s The Global Response?When the chairman of the Federal Reserve speaks, people listen, because what he says can move markets and entire economies. So when Chairman Jerome Powell said on 60 Minutes that the greatest risk to the economy is cyber risk, everyone’s ears should have perked up.
Not inflation, not another financial crisis and not even a pandemic — cyber risk is the greatest risk facing our economy.
“There are scenarios in which a large financial institution would lose the ability to track the payments that it’s making — where you would have a part of the financial system come to a halt,” he said. “And so, we spend so much time and energy and money guarding against these things.”
According to the World Economic Forum (WEF) Global Risk Report 2021, the top three short-term risks to the world, as defined by its survey of 650 WEF leaders, are somewhat predictable: infectious disease, income inequality and extreme weather events. The fourth, though, is often not discussed in the same breath as these. And it is, you guessed it, cybersecurity. Nearly 40% of WEF leaders cited cybersecurity as a “clear and present danger” to the global economy.
Like pandemics, income inequality and extreme weather caused by climate change, cybersecurity is a global problem. But while there is some degree of global cooperation for addressing the first three issues, to date, there hasn’t been that same level of cooperation around cybersecurity. The Convention on Cybercrime (AKA the Budapest Convention) is almost 20 years old and has been ratified by 65 nations, but focuses primarily on nation states assisting each other in the prosecution of cybercrimes. It does not address the modern issue of nation states attacking private sector companies and their stakeholders.
