近年来,我国高校在基础研究、高技术研究及其产业化、科技面向国民经济主战场等方面取得了显著的成果,以北大方正、清华紫光等为代表的一批高校高新技术企业,有很多已经成为著名的上市公司。高校高新技术企业充分展示其高科技优势,成长迅速。但是高校高新技术企业普片在人力资源管理、风险资本、组织规模生产、市场开拓、资本运营等方面不具备优势,特别是在人力资源激励、控制调控及开发方面。正因为这些经营中的短板,使得我国大部分的高校高新技术企业难以成长成为真正意义上的工业规模企业。
本文通过对某高校bx高新技术企业的调查,对该企业的人力资源状况进行了深入研究,并就高校高新技术企业的人力资源管理提出了一些思考和建议。
一、        bx公司简介及人力资源管理现状
1、        bx公司基本情况介绍
bx新材料股份有限公司(简称bx公司)是以某高校的f研究中心为主要发起人,联合国内航空器材公司、高科技投资创业公司等共同发起,将该高校f研究中心整体改制而成。公司注册于某大学科技园,注册资本为人民币7,000元。
Bx公司主要从事某符合新材料、纳米新材料和其他新型材料及产品和相关设备的研究生产和销售,产品涉及航空、航天、汽车和国防等领域。其中,某复合新材料航空刹车副的开发成功使我国成为继美国、英国和法国之外唯一的生产国家,打破了西方国家对该产品的垄断和技术封锁。公司拥有固定资本过亿元,拥有一批先进的生产设备和检测仪器,拥有包括国家发明奖、国家科技进步奖及具有自主知识产权的发明专利十余项。
2、        bx公司人力资源管理现状
在人力资源方面,尤其是在研发力量方面,bx公司作为一家有名校背景的高新技术企业,具有极强的技术优势和人才优势。公司拥有一支由院士、教授、研究员、博士、硕士等组成的专业研发队伍及管理团队。研发队伍中30%具有博士学位,60%具有硕士学位;管理队伍中50%具有硕士学位。
与传统企业相比,bx公司是一种集知识、技术和人才密集型为一体,并以追求创新为核心的企业。他们的研究成果通过技术溢出和组织派生效应而惠及其他领域,在技术创新方面明显优于传统企业。Bx公司的人力资源管理具有一下特点:
(1)        员工学历、学位、职称很高。在bx公司的员工中,在车间工作的职工至少具有大专以上学历。公司的研发队伍及管理团队则由教授、院士、研究员、博士、硕士等组成。主要核心员工的工作目标是实现自身价值。
(2)        相对传统企业员工比较自由,流动性大。由于企业发展处于初创阶段,员工和企业之间除了劳动合同关系以外,其他的内部联系相对较弱。一旦企业不能满足员工发挥才能,他们就可能随时离开企业并毫不费力地找到一份新的工作。当然,如果企业对员工不满意,解除劳动合同也比较容易。
(3)        公司人力资源实行双重体制管理。公司创业人员既受聘于大学,也受聘于公司,公司发展后聘用的人员只受聘于公司。

In recent years, institutions of higher education have made a lot achievement in fundamental research, hi-tech research and the industrialization of them, and science and technology serving for the national economy. Many hi-tech enterprises of higher education institutions, such as the Founder Group and the UNIS, have grown into famed listed companies. Despite the fact that they have superiorities in high technology and thus have developed rapidly, the hi-tech enterprises of higher education institutions do not do well in human resource management, venture capital, market development, organizing large scale production, and capital operation, and are particularly poor in human resource motivation, regulation, control and development. And it is these deficits that become bottleneck of management and operation in these enterprises, and make it a rather insurmountable job for them to grow into large-scale enterprises.
By inspecting a certain high-tech enterprise of such kind named BX, the essay put forward a few thoughts and suggestions about human resource management in high-tech enterprises of higher education institutions.

2.        The Current Situation of Human Resource Management in BX Corp
      As a hi-tech enterprise backed by a prestigious university, BX Corp has advantage at powerful technology and talented personnel. The company has a specialized research and development team and a management team, both of which consist of academicians, professors, researchers, doctors and masters. Among the members of the research and development team, 30% of them hold a doctor degree, 60% holding a master degree while in the management team 50% of the members has gained a master degree.
   Compared with the traditional enterprises, BX Corp is knowledge-, technology-and talent-intensive, concentrating on innovation and therefore is superior to traditional enterprises in technology innovation. Its research achievements benefit other fields through technology spillover and organization effect. The human resource management in BX Corp has the following features:
(1)        The staffs enjoy a high education, diploma and professional title. Employees in the workshop have at least gained a college diploma while the research and development team and the management team are made up of academician, professors, researchers, doctors and masters. The core staffs aim at fulfilling their value.
(2)        The staff are more floating than those in the traditional enterprises. As the enterprise is still at the initial stage, apart from the contractual labor relationship between them, the internal relationship between the enterprise and the employees is relatively weak. Once the enterprise fails to meet the employee’s demand of giving full play to his talent, he will leave at will and land another job without difficult. Of course, the enterprise is also able to easily revocate the labor contract with an unsatisfactory employee.
The human resource management is put in force under a dual system. The staff are employed by both the university and the enterprise (those recruited after the its development are only employed by the enterprise ).
