人力资源管理策略在很大程度上与企业的经营战略和组织管理相互制约,相互影响。从知识创新的角度出发,其战略和组织基础就是创新,而创新的主体是企业的高素质员工。因此,如何吸引和留住优秀员工,尤其是那些起到关键作用的员工发,就成为企业人力资源管理的核心内容。

具体而言,高校高新技术企业人力资源管理上应注重以下几个方面的工作:

从多方面加强对核心人才的关注

企业首先要辨认出人力资源中的核心人才。所谓核心人才即指其人力资本是具有高价值的。这个价值是与企业的核心能力直接相关的,具有独特性。对于这类人才,企业应该实行以责任为基础的人力资源管理系统。具体而言,对这类人才要因人设岗,要对其授权,并提供相应的资源。对他们的考核更偏重于考核其对企业战略实现的贡献大小。当然对他们的高新激励也是很重要的。

From the angle of intellectual innovation, the innovation is the very base of the management strategy of human resources, and the main body of the intellectual innovation is the enterprises’ high - quality staff. Therefore, how to attract and retain the excellent staff, especially those who take a key position in the enterprises, has become the core content of the management of human resources of the enterprises.

To be specific, the high – tech enterprises of higher – education institutions should lay stress on the following aspects of the management of human resources.

(1) Pay more attention to the core talents from multiple aspects

The core talents in the human resources, first of all, need to be recognized by the enterprises. The so – called core talents are the ones whose human capital is of high value which, with its uniqueness, is interrelated with the main capability of the enterprises. For such talents, the system of the management of human resources, which is based on the responsibility, should be set up. To be specific, these talents should be provided with differential posts and relevant resources, and be given authority. The examination for them should be lain more in their contribution to the realization of enterprises’ strategy. The high salary incentive for them, of course, is of great importance.
