论消费负外部性的政府治理 (摘要）
消费是促进经济是促进经济快速发展的必要手段，是维系可持续人们生产和生活的必需途径，是人们生活水平提高的具体体现。但是消费和生产一样存在着外部性，而且正是由于消费的负外部性的存在导致出现了资源浪费，环境破坏等一系列的问题和矛盾。本文就从消费外部性的定义、消费负外部性带来的问题、政府如何治理消费负外部性以及国外对于消费负外部性治理的相关措施等方面进行研究和讨论，找寻正确的消费之路，减少消费给人们和社会带来的负外部性，促进我国生态文明社会的建设。Consumption serves as a necessary means to promote rapid economic growth, an essential way to maintain sustainable production and livelihood of the people, and a concrete manifestation of the improvement of people’s living standards. However, like production, consumption also has external characteristics which lead to a series of such kind of problems and contradictions like the waste of the resources, the damage of the environment, etc. This thesis will study and discuss the definition of the external consumption, the problems caused by the negative external consumption, how the government handles the external consumption, the relevant measures taken by the foreign countries to control the external consumption, etc. All of these researches and discussions are aimed at finding a correct consumption way, reducing the influence of negative external consumption on the people, and helping the construction of an ecologically civilized society of our country. good
